Mission and Vision

SAMARTH is a not-for-profit charitable initiative of Padmachetan Philanthropic Trust, Panchkula, Haryana, set up with the aim of serving those in need of support.

Acutely conscious of the fact that education and skills are the most powerful agents of change, SAMARTH is committed to helping India's youth gain greater control over their lives through a sound education and employable skill development and vocational training. No one should be left behind merely because of lack of support, guidance and resources. The endeavour of SAMARTH is to identify deserving persons from the underprivileged and marginalized sections of society to help them chase their dreams of higher education and skill development in order to empower them to build a secure and beautiful future. Our mission encompasses a special focus on girl students and members of the Kinnar community. We are also committed to spearheading and supporting other transformative causes related to village infrastructure development, environment conservation, support for the specially abled and the elderly and promotion of health and hygiene.

Our Founders

Rekha Shukla

Rekha Shukla, a career bureaucrat, is a 1989 batch officer of the Indian Revenue Service (Income Tax) who served in various verticals of the Revenue Department across various regions in the country for a period spanning 35 years before retiring in 2024 as Chief Commissioner of Income Tax, Shimla. She has also served in the Ministry of Health & Family Welfare in the Government of India and the Government of Haryana on deputation. Even while serving as a full-time officer, she took on the responsibility of three children orphaned by the COVID-19 crisis, providing them with comprehensive emotional, physical, and financial support. She is making every effort to ensure that all three children attain their full potential and become financially independent. She has also, from time to time, mentored and financed other students from humble backgrounds, many of whom have gone on to complete higher education and secure well-paying jobs. Driven by a desire to carry out her support initiatives in a streamlined manner, she wasted no time in establishing her non-profit initiative - Samarth - under the aegis of the Padma Chetan Philanthropic Trust. Samarth seeks to provide counselling, guidance, mentorship, and financial support to promising young students of modest means to enable them to maximise their potential. The initiative is also committed to the education, skilling, and mainstreaming of promising persons from the Kinnar community and those who are specially abled.

Dr I D Shukla

Dr. I. D. Shukla stands as a towering figure in Indian higher education, with a distinguished teaching career spanning over fifty years. As Principal of Gandhi Memorial National (GMN) College, Ambala Cantt, for more than two decades, Dr. Shukla brought visionary leadership and deep administrative expertise, guiding the institution to new heights of academic excellence. A true scholar at heart, his intellectual pursuits and writings encompass a remarkable breadth, crossing disciplinary boundaries while maintaining a profound commitment to rigorous study. Trained as a linguist and renowned as an expert on Shakespearean tragedy, Dr. Shukla’s scholarship reflects both depth and versatility, enriching the academic community and inspiring generations of students. His long engagement with young people, both as an educator and administrator, has given him rare insight into the challenges and aspirations of students. Driven by empathy and a strong sense of social responsibility, Dr. Shukla is especially dedicated to providing psychological counselling, mentorship, and unwavering support to talented youth from humble backgrounds, ensuring they have the guidance and encouragement needed to realize their potential.
